Is this the same as my Express 7.5 web-ready version? I've now purchased this program twice, please tell me I don't need to buy it three times to have it again. Why is my version not working on my Windows 10 platform? I paid for a copy it should still work or I should be giving a new version for free. This is not my problem so it should not cost me anything, right?

No, I believe this isn't the same thing as your web-ready version. If by web-ready you mean to use it as a service on a website, then definitely it's not the same product.
I've visited the official website of the developers and checked the Express version. From their saying, there is only one version (Express 9.0) offered for purchase and testing, but that's it.

I just retired a PC and replaced it with an MAC. I was running Arts & Letters Express 8.0 (single user version) which does not load up on the new machine. Is there a MAC version of Arts & Letters Express?

As you can see on the official web page, Arts & Letters Express is a graphics program available only for Windows computers. For MAC, you can try some easy to use applications like: CorelDRAW, Inkspace, Adobe Illustrator or iDraw.
Yes, there is a one-time download option available for the program "Arts & Letters Express." You do not need to subscribe to use it.
